As some of you will know, there has been

an exchange between the Secretary of State and Lord Goronwy-Roberts, following the latter's recent visit to Hong Kong, as a result of which it has been decided to prepare a paper on the value of Hong Kong to British interests.

Lord Goronwy-Roberts is to hold a meeting

to discuss this question soon and I have been commissioned to prepare a draft skeleton of the study which is to be discussed before Lord Goronwy-Roberts's meeting. I would be glad of an opportunity to discuss some ideas with you and consequently would be grateful if you, or your representative, could attend a small meeting in my office (Room K.246) at 3.30 p.m. tomorrow, 4 March.
