6-Point Memorandum to Lord Goronwy-Roberts, the Parliamentary Under Secretary For Foreign and Commonwealth Affairs
1.
Constitutional Reform:
a.
The Legislative Council must be reformed so that people
from all walks of lives will have at least some form
of representation in the law making body. The Reform Club suggests the creation of at least two elected
seats in the said Council.
However, if for reasons which the Government of Hong Kong has no control over, elected representation to Legislative Council is not at present possible, then the Urban Council must be reformed in the following
manner:

ii.
A large elected majority so that the citizens of Hong Kong have a sense of sharing in the Government that looks after their day to day needs.
The franchise should be enlarged to include all Hong Kong citizens over 18 either born here,
or have been resident in Hong Kong for at least
5 years.
iii. Under a suitable new name, the Urban Council should

have jurisdiction over certain specific matters of everyday life throughout Hong Kong. In particular, its jurisdiction should be expended to include Publte Hounds and the Council should have a say In all mottora rolating to education, the running of medical, including dental, services, transport,
social welfare services and Fire Services.
That the Central Government reviews the proportion
of rates allocated to the Urban Council thus
enabling them to have money to put into capital projects such as markets, hawker bazzars and the much needed sport and cultural buildinga,
