CORRUPTION
20.
An Independent Commission Against Corruption was established in February 1974. Its functions are to investigate complaints of corruption, to take steps for the prevention of corruption, and to enlist community support for its elimination. (IF PRESSED ON THE POSSIBLE NEED FOR A ROYAL COMMISSION)

The Commission is still in its first year of operation, has already achieved distinct success, and should be allowed a proper opportunity to fulfil its task.
(IF FRESSED ON ALLEGATIONS THAT 90 PER CENT OF THE HONG KONG POLICE FORCE ARE CORRUPT)
I have every All such figures are purely speculative. confidence in the integrity of the large majority of public servants in Hong Kong. The need is to root out the corrupt

(IF PRESSED TO COMMENT ON HUNT'S STORY IN THE DAILY EXPRESS)

articles.
CRIME
21.
The Governor has introduced a wide range of measures to combat the increase in violent crime. He also plans to increase
and the community involvement in the fight against crime; Government's wide-ranging social programmes should also have a favourable effect in the long term.
APPLICATION OF ILO CONVENTIONS
22.
Nineteen ILO Conventions have been applied without modification to Hong Kong, and ten applied with some modification. This compares well with the record of other countries in the
Far East.
