The City District Offices render important services to the Government, the community and the individual, through their local co-ordinating function, their close touch with local public opinion, and their response to individual complaints and enquiries.

WHY NOT GIVE UP HONG KONG?

We administer the Colony in the interests of the four million inhabitants who have chosen to live there. It is

apparent that the Chinese Government do not wish to disturb the present situation.

THE END OF THE LEASE

The New Territories lease does not expire until 1997. It is not possible to predict what the circumstances will be so

far in the future.

CHINESE REPRESENTATION

There have been no recent discussions with the Chinese

about their proposal for the establishment of an official Chinese Representative in Hong Kong.

The Chinese have been given no encouragement to pursue their proposal. We do not intend to raise the matter ourselves. We would of course listen to any further representations which might be made to us.

CHINESE ILLEGAL IMMIGRATION

15.

Total immigration into Hong Kong from China has greatly increased in the last three years, to a level - estimated at 74,000 in 1973, compared with less than 13,500 in 1971 - which Hong Kong cannot absorb. Illegal immigrants into Hong Kong are, therefore, now being refused permission to enter. But full account is taken of any special circumstances or cases of genuine hardship.
