Sir,
I acknowledge Lord Goronwy's communication through you of the 26th March, 1975, which has been put before the Reform Club's Executive Committee. They instructed me to express appreciation of the detailed and sympathetic reply, although they are disappointed in that does not disclose any substantial plan either by the Hong Kong or U. K. Governments even to mordernize the electoral procedures or to increase considerably the number of persons entitled ' to a vote. They also instructed me to point out that the proposals to have a small number of elected members on Legislative Council is not in anyway a major constitutional change and would do much to improve the still wide gap between the Government and people of Hong Kong that cannot be effectively bridged merely by the appointment of a wider selection of citizens to the Legislative Council.
