REPRESENTATIONS BY THE NATIONAL EXECUTIVE COMMITTEE

OF THE LABOUR PARTY

1.

I attach a draft letter to the Governor of Hong Kong from Sir Duncan Watson setting out the results of the Secretary of State's meeting on 21 July to consider the representations about Hong Kong made to him by the NEC on 23 April. This in effect constitutes a record of that meeting.

2.

I also attach a draft letter from the Secretary of State to Mr Mikardo which, as the Secretary of State has instructed, is couched in as positive terms as possible. Previous papers on this subject are my submission of 17 July and the record of the meeting on 23 April.

3.

FED and Mr McNally have been consulted and concur. Lord Goronwy-Roberts has suggested that the Secretary of State might like to see the letter for Sir Duncan Watson's signature in draft before it is despatched.
