Jin Callaghan has asked me to reply to your letter of 22 November which enclosed a letter from your constituent, Mr C J Lewett, Block K, 101 Ratcliffe Road, Leicester.

Mr Lewett raised the question of the living conditions of Chinese and Malay workers in Hong Kong. His reference to Malay workers is rather puzzling; at the end of 1974 there were only 4,500 Malaysian citizens residing in llong Kong and this total would include women and children. Hore generally, it is the declared aim of the Hong Kong Government to work stendily for the betterment of social conditions within the Colony; and the British Government is keen to encourage this process. I enclose the text of the Governor's annual address to the Legislative Council on 3 October 1975. This provides a balanced presentation of the problems and the stops that are hoing taken, within the current economic constraints, to deal with these problems.

Mr Lewett also raises the question of representation on the Legislative and Executive Councils in Hong Kong,
