GOVERNOR OF HONG KONG: CALL ON SECRETARY OF STATE

Sir Murray MacLehose will be calling on the Secretary of State at 9.45 a.m. tomorrow. The Governor last called on the Decretary of State on 11 April: I attach a copy of the record of that meeting. The following topics might be covered tomorrow.

Legislative Council

The Governor might be asked about his plans for widening the social basis of representation on the Legislative Council. He is in fact considering increasing the Council by three or fone lembers next June. The Secretary of State might say that while he understands the need for high calibre Members, it would carry more weight politically here if the Governor's choice of new Members could include representatives of the lower income groups.
