PARLIAMENTARY QUESTIONS: HONG KONG

1. Mr Charles Fletcher-Cooke MP (Conservative, Darwen) has put down two questions for written answer on 21 February, to ask the Secretary of State:

(i)

If he is satisfied with the method of nomination

of the unofficial members of the Hong Kong Legislative Council: and if he will consider widening the field

from which such members are drawn.

If he is satisfied with the operation of the citizens' grievances procedure through the unofficial members of the Hong Kong Legislative Council: andif he will make

a statement.

2. The question of wider representation in LegCo was raised in the Legislative Council last October. Since the visit of Lord Goronwy-Roberts to Hong Kong in January it has been a major topic for discussion by the Hong Kong media. Mr Fletcher-Cooke visited the Colony in January, together with Sir Paul Bryan, at the invitation of the Hong Kong Government, and no doubt representations were made to Mr Fletcher-Cooke during his visit about Legislative Council Membership. During his visit Mr Fletcher-Cooke saw the UMELCO complaints system at work.

We have consulted the

Parliamentary

Governor of Hong Kong. But I have somewhat modified his suggested answer on representations in Legislative Council. Office have asked for the drafts today.
