The Governor of Hong Kong has proposed that there should be a special postage stamp issue in Hong Kong to commemorate Her Majesty's visit in May 1975. The issue would consist of two denominations the designs of which would carry head and shoulder portaits of The Queen and Prince Philip along with the Hong Kong Coat of Arms.

If Her Majesty approves this

proposal in principle, the artwork will be submitted in due course.

ROYAL VISIT TO HONG KONG: 4-7 MAY 1975

We have received a copy of a telex sent by Donald Coombe in the British Trade Commission to the Foreign & Commonwealth Office saying that you will be handling publicity for The Queen's Visit to Hong Kong, and that you would like to know what publicity support material is available from the COI.

I attach a Check List we use for State Visits to (i) foreign countries and (ii) sovereign Commonwealth countries over which HM docs not reign. This will give you some idea of the calls made upon our services by the average FCO Post.

I should explain that we do not supply material on the Royal Family to (iii) sovereign Commonwealth countries where The Queen reigns, unless they ask us to help. We then do this on an agency basis, being reimbursed for the actual cost of the service.

Hong Kong does not fall into any of those categories, but the FOO have agreed that we should offer you gratis a reasonable amount of publicity material. This would include feature articles and pictures; news items by fast transmission; the oda radio tane and/or script for local voicing/voice over; some stock TV coverage (including TV stills); and so on. are the items not asterisked in the attached Check List.

The items asterisked would in principle be supplied on an agency basis, which means that we might have to ask you to meet produc- tion costs.

You might find that some of the printed matter could be produced more cheaply if done locally in Hong Kong, particularly if trans- lation into Chinese was contemplated. We would, for example, be happy to provide you with the copy and the artwork for the "Monarchy Today" book ratis if you wished to translate it and print it locally. We could do the same for the Information Pack, and let you have the artwork for the paper Union Jacks.
