STATE VISITS AND OUTGOING ROYAL VISITS 1974 AND BEYOND

1.

The PUS will hold a meeting of Deputy Under-Secretaries

on Monday 21 October at 3 pm to prepare for the next meeting of

the Royal Visits Committee on 6 November (Mr Collins' circular TXR 12/1 of 2 October).

2.

We have not recommended any changes in the status of the

two visits of direct concern to HKIOD.

i)

Visit of The Queen to Hong Kong 3-7 May 1975:

This is correctly described as "in hand". Νο

announcement has yet been made. The Palace and the

Governor have agreed to delay announcement as long

as possible in case any unexpected developments in

Hong Kong or China made the Royal Visit inadvisable.

But an announcement cannot be delayed indefinitely

and should be made by the end of this year. Mean-

while preparatory work is going ahead in Hong Kong

on a confidential basis.

ii) Royal Visit to Seychelles Independence celebrations:

While late 1975 is still on the cards as the

probable time for Seychelles' Independence, the possibility of slippage is real. The Independence

Conference has already been postponed. The

classification "probable" can however stand for the

time being.
