Thank you for your letter dated 16th December about my constituent, Mr. D. Jenkins. I note that the Colonial Secretary is treating Mr. Jenkins' enquiry as an appeal under Section 53 of Hong Kong's Immigration Ordinance, but this does not really answer my question. I would like to know, as a British Member of Parliament, why my constituent was treated in this manner. I would be grateful if you could let me know your views.
