Sir,
Re: Stuart Robert Withers, British Subject
Passport No. 610035
On the 16th May 1974 the above-named arrived at the Crown Colony of Hong Kong from the United Kingdom, travelling via Thailand. On arrival he was stopped at Immigration and refused entry.
Enquiries with the Chief Immigration Officer indicate that the request for this refusal had been made by a Police Officer, Chief Investigation Office of the Criminal Investigation Department of the Royal Hong Kong Police, apparently arising from the fact that the above-named's brother, i.e., the undersigned, had been convicted in the Colony in March 1974 a charge of possessing unlicensed radio transmitters.
on
The particularly annoying aspect of the refusal is that prior to the above-named leaving the United Kingdom an enquiry had been made by our Hong Kong Solicitors, Messrs. Gunston & Chow of 505-507 Central Buildings, 1 Pedder Street, Hong Kong, to the authorities to ascertain whether a refused entry was likely. No such indication was given to our legal adviser and, therefore, at some considerable expense the above-named travelled to Hong Kong, only to be frustrated on arrival.
We have requested our Solicitor to take steps in Hong Kong for the recovery of our expenses, together with damages, but we are writing this letter to you as, being a British subject with a valid British Passport, never having been arrested, charged or tried in the Crown Colony of Hong Kong for any offence whatsoever, at no stage being given notice by the Immigration authorities that entry would be refused, having never been asked to leave the Colony, having enquired through the proper channels as to whether any Order existed for refused entry, we wish to complain in the strongest possible terms as to the actions taken by the authorities.
