REMOVAL FROM HONG KONG OF MR D J JENKINS

Please refer to Andrew Stuart's letter of 21 November to you about a letter received from Sir Anthony Royle concerning the treatment of a constituent, Mr D J Jenkins, at Kai Tak on 7 November. Subsequently, the Secretary for Security told us that an appeal by Mr Jenkins was being considered under Section 53 of the Immigration Ordinance (his letter L/M 83/74 in SCR 16/2091/50 of 5 December to Stuart). Dinwiddy then wrote to Davies on 11 and 17 December about the same matter.

I am sorry if we appear to be pestering you and Davies about this problem but, as I think you will see from the enclosed copies of the latest exchange of correspondence between Sir A Royle and Lord Goronwy-Roberts on this subject, the treatment of Mr Jenkins is greatly exercising Sir A Royle. The Minister will therefore require a very full report on the case, going beyond the simple question of application of the Immigration Ordinance. I should be grateful therefore if you and Davies, to whom I am copying this letter, would bear this point in mind and let us have a full explanation of the matter as soon as possible.
