I decided some months ago to go to Hong Kong, with the intention of seeking and taking up employment in the Colony. With the cash that I was able to accumulate £206 I

anticipated that I would be able to remain solvent in Hong Kong, without working, for a period not exceeding five weeks. Because of this necessarily short timetable, and because I believed it might be impossible for me to find suitable employment in the short time allowed, I took steps to ensure that sufficient funds remained in my London account to enable me to purchase passage back to the UK if circumstances made it essential that I return.

Having made this practical provision, I carefully studied those Hong Kong entry regulations which are reproduced in the Hong Kong Facts and Information Manual (copy enclosed), a purportedly authoritative document printed in Hong Kong for the Hong Kong Tourist Association and evidently widely disseminated by that organisation. Armed with these regulations, which I assumed to be current, comprehensive, and definitive, and seeing nothing unduly prohibitive in them, I bought a one-way ticket to Hong Kong and departed on the morning of Tuesday, 5th November 1974.

SUMMARY NARRATIVE OF EVENTS

My flight arrived at Hong Kong's Kai Tak airport at 0700 hrs (local time) on the morning of the 7th. I duly presented my travel documents to the Passport Control officer who questioned me briefly about my reasons for wish to enter the Colony, my financial status, etc., and then, retaining my passport, withdrew to confer with his superior. Further particulars were then taken from me and I was permitted to retrieve, under the supervision of an officer, my baggage from
