4. Which brings me to the main point of this letter. There seems to me to be something inconsistent with the visa policy outlined in your circular 0 14/74 of 22 January and the vigorous action being taken by the Hong Kong Trade Development Council to press themselves on the East Europeans. I understand that the Hong Kong Trade Development Council's office in Frankfurt will be following up the visit of the mission and it may well be that the Romanians will respond to the invitations being pressed on them. Should the Hong Kong Trade Development Council maintain the momentum of its activities, I can quite see the Romanians looking seriously at the idea of establishing a trade office in Hong Kong. The Romanians would probably, at least in the light of their Government's uneasy relations with Moscow and their excellent relations with Peking, not be there to support Russian subversive aims. But even so a request might present a difficult precedent?
