But the real remedy lies in Sir Y K Kan's hands.
If he thinks that the Hong Kong Government are applying their visa policy too toughly, then it is open to him to raise the matter in Executive Council and get the policy changed. They would have to become significantly more liberal before they ran into a veto from the UK.

If, however Sir Y K Kan wants to be told by us that delays are not being imposed by HMG then I suggest that he should see Sir Duncan Watson during his visit to London next month. If you agree I will arrange this direct. Meanwhile you may wish to assure Mr Mikardo that the responsibility for decisions in these matters does lie primarily with the Governor of Hong Kong.
