Mr Warrington and Mr Rogers expect Ministers to make nor indeed
what action Ministers can take on what is after all basically
a commercial decision by a private company. I have spoken to
Mr Stephenson in CA2 who tells me the concern at official level
is that incoming Ministers should have the opportunity to make
further representations if necessary. FCO telegram number 227
shows that the CPA Board have not yet taken their final decisions.
5. It looks therefore as though we may run into difficulties if
incoming Ministers do wish to intervene and decide to do so in
Hong Kong rather than in London. I recommend therefore that
Mr Youde should write to Mr Warrington on the lines of the
attached draft to set our interest on record.
