TRAFFIC ACCIDENT IN HONG KONG

1. Mr Ray Carter MP has put down a priority written Question,
for answer today, asking the Secretary of State if he will
call for an investigation into the death of Mr Kwan Kung,
who was killed in a car accident on 29 July.
2. We have consulted the Governor, who has provided us with
detailed information, and has also suggested a reply. I
submit a draft answer, based on the Governor's recommendation.

The draft, however,, undertakes that the Minister will write
to Mr Carter, giving him full details.
3. We shall submit as soon as possible a draft letter setting
out these details.
