In my answer on 21 January to your Question about a traffic accident in Hong Kong in which Mr. Kwan Kung was killed, I promised to write to you with further information on the case.

I was on the point of sending this letter to you when your letter of 17 January on the same subject reached me. The enclosures to your letter raise somewhat wider issues than did your Question. I am accordingly consulting the Governor again and shall write to you further when I have his reply.

I am returning the enclosures to your letter.
