RESTRICTION ON CREWS OF SOVIET VESSELS AND REPAIR IN HONG KONG

1. Please see Hong Kong telegram no. 1 to Moscow, and Moscow telegram no. 54 to the FCO.

2. I have spoken to Shipping Policy Division of the DTI who say they do not know the official manning requirements for Soviet vessels. Nor could they tell me whether the 1968 Marine Navigation Treaty applies to Hong Kong (paragraph 1 of Moscow telegram no. 54).

3.

I should be grateful if you could look at the 1968 Treaty and let me know whether in your view the Treaty does or does not apply to Hong Kong. We should like to send a telegraphic reply to Hong Kong early next week.
