The Soviet aim of seeking to establish a

presence in Hong Kong (see separate brief on

Visas for Hong Kong), sometimes takes the form of

proposals that Soviet research and hydrographic

vessels should visit Hong Kong. These requests

are usually not granted on the grounds that for

reasons of an administrative nature, the visit is

not convenient.
