INTERNATIONAL CONVENTION ON THE REGIME OF MARINE VESSELS IN FOREIGN PORTS.
1. I attach a copy of a draft Convention handed to our Embassy in Moscow by the Soviet Ministry of Foreign Affairs earlier this month. The Soviet Government intend to lay it before the forthcoming 33rd Session of the Intergovernmental Maritime Consultative Organisation to be held on 2 October. A copy of the speaking note which was handed over at the same time is also enclosed.

I would be grateful for your comments on this proposed Convention.
3. I have also sent copies of the Convention to Shipping Policy Division in the Department of Trade, H M Customs and Excise, The Ministry of Defence, Defence Planning and Emergency Unit and the Ports Division of the DOE, to the Home Office and to the Ministry of Agriculture, Fisheries and Food, asking for their views.
4. As the time available to us before the Council meeting opens on 2 October is somewhat short I shall be grúatful for an early reply
