REPAIRS TO SOVIET VESSELS IN HONG KONG

I wrote to you on 27 August asking whether you have any particular comments or suggestions on how we should reply to the communication recently delivered to us by the Soviet Consul.

This subject has now been raised again, this time by Soviet delegates at the ongoing IMCO Conferences in London in conversation with officials of the Department of Trade. The Russians have been told that we are looking into the matter with the Hong Kong authorities, that we are as yet unable to make any substantive comment, and that as soon as enquiries are complete we shall be in touch with the Soviet Embassy.

The Russians are likely to bring up the subject again at the IMCO Conference in Athens at the end of November. We ought to reply before then; and I should therefore be grateful to know, if possible by 10 November, if you do have any views on the line we should take.
