The Minister has considered the draft telegram to the Governor of Hong Kong, submitted under cover of your minute of 16 January and Sir Peter Thornton's comments of 25 January. He agrees with Sir Peter's points.

The Minister has deleted the reference to British ships transfer ring to the Hong Kong register. He feels this can be discussed later as there is no need for decision yet. He is inclined to oppose the idea.

I attach a copy of the amended draft which the Minister agrees can now be sent.
