The Linister has asked me to thank you for your letter dated 25 January in which you drew his attention to the Resolution of the Fair Tractices Committee of the International Transport Workers Foderation relating to the possible establishment of a separate shipping register in Hong Kong. The contents of the Resolution have been noted.

There will be further consultations with your Association before decisions are taken. only comment on the Resolution which it seems desirable to make at this stage concerns point 5 where reference is made to "the Hong Kong flag". The intention is that, if a separate Hong Kong Register is set up, the ships on it would continue to fly the Red Lnsign.
