In reply to a further question from H.E. the Governor,
Dr. Cowley said the team would now proceed to finalise their report
and present it to their superiors. The team had no information at
all as to what would happen after they had reported.

Finally, Dr. Cowley said the team were of the opinion
that there was a lack of co-ordinated effort in seamen training
in Hong Kong. He also drew attention to the need for ensuring
that there would be adequate machinery to enforce the various
