I can only conclude from the foregoing that the team felt obliged to modify their findings on points of fact while on tour in response to other considerations after their return to the U.K.
It is depressing that so much effort seems to have resulted in such little progress. I think much the most helpful thing you could do at this stage would be to try and secure a copy of the D.T.I. report for us. It may be that if there were errors of fact or misunderstandings in it, as there could easily be, this might enable us to take the argument further.
Meanwhile we are consulting the Hong Kong ship owners, but I am afraid that their reaction is bound to be extremely negative.
