I shall be rather involved at IMCO this week with the first meeting of MEPC otherwise I would have tried to find out from Miss Lackey the difficulties she sees in sending the Hong Kong team's report to the Governor. I wonder if you would have a word with her on my behalf and in particular see if there are any minor drafting changes which would meet her points.

In view of the present political and constit- utional position, there are clearly uncertain- ties about the next steps. However, I would like before long to be able to send a copy of the main report to the Governor together with the ITWF's resolution (if indeed Mr Stuart not sent the latter to the Governor already). I am rather inclined to arrange an informal talk with Mr John Slater of the MNAOA to explore. further his views on Hong Kong and Bermuda but I will leave this until the dust clears a bit.
