Having read your excellent Annexe on approval of equipment and material, I really wonder whether need in fact to send this detailed material to Hong Kong where, almost certainly it will be passed to the Hong Kong shipowners. This is for you and the FCO to decide but I hope that if the Hong Kong shipowners are given a sight of its contents, the same privilege is extended to our own industries.
