I told you on the telephone that the Secretary of State had agreed that we could send to the Governor of Hong Kong copies of the report and annexes prepared by the visiting team. This was strictly on the understanding that it was without prejudice to the line which Ministers here would take on the report. The point is that so far they have had time only to look at this issue in a preliminary way and it will be the end of this month before the Secretary of State will be able to give the matter further considera- tion. Thereafter, if it is decided to persist with the proposition, it will be necessary to consult both sides of the shipping industry here and also to consider the trade implications further.
In the circumstances, I suggest that you send the enclosed telegram to the Governor. We are sending over the necessary copies of the report and annexes to be forwarded on by bag.
