I had a word with Mr John Slater of the MNAOA to see if he knew the way in which the attached article in Lloyd's List of 17.4.74 originated. He said he was merely rung up by Colin Morrison and asked to give his views which are as reported.

As I think you know, our Ministers have not yet taken a view on the modified proposals for a separate Hong Kong Register proposed by the visiting team. We are hoping to get some reactions to them from the Governor before the end of the month when our Ministers consider the matter again.

Subject to any views you may have, I doubt if there is anything more we need do at this stage. If the matter is pursued by the press I would merely say that Ministers have not yet had time to form a view and that interested parties will be consulted when they have.
