I am afraid it has taken much longer than we would have wished to co-ordinate a draft reply to Jones's letter of 11 June to you about the Hong Kong Register, which was the subject of discussion a few days later between the Governor and Jon Archer. I now enclose a draft which might form the basis of your reply. I enclose two copies of the documents for enclosure with your letter.

I also enclose a copy of that document to Pentreath in our Information Department who would no doubt liaise with yours should the need arise to refute any distorted reports in the UK press.
