at what it did next. The Governor referred to the need to get away from the present form of contract, if the opportunity offered. By this, I presume, he meant getting away from a package deal, although there was no opportunity to ask him to elaborate. I said that I was inevitably under some pressure to tell British industry what was going on and that Harry Jackson from GEC was here at present. His reply was that he had asked to see Lord Aldington when he went home later this month and I could tell Jackson that if there was anything useful he could tell Lord Aldington when he saw him, he would certainly do so.

6. I have passed on the gist of al this to Harry Jackson. What I did not tell him, because I had not had it either from Haddon-Cave or the Governor, was that the Japanese Consul-General had told a contact of mine in strict confidence recently that the Japanese consortium had been given until 12 December to say whether it would be in a position to sign a contract or not. I have no reason to doubt this information, but I would not wish it to get back to the Hong Kong Government that I know of it.

All the information that GEC have (and this was confirmed by Evans of BICC who saw me this morning) is that the Japanese will not be able to perform as the manufacturers of equipment are unable and unwilling to supply within the required price range. But I am sure you are right that any approach by HMG to the Hong Kong Goverment is best avoided at this stage. the talks break down in the next week or ten days, I have little doubt that the Governor will raise the matter when he is in London. There will then probably have to be a period of reflection while the Hong Kong Government examines the various options open to it. Any initiative at this stage would, in my view, be no more than an irritant and my advice to Harry Jackson has been that GEC should start now to look at what they can offer if the matter is reopened, but to take it no further than that.

8. If, as is implicit in Haddon Cave's reply to Fell, the Hong Kong Goverment will have, in any new negotiations, to operate within the same financial constraints as they have to in their present discussions with the Japanese, I cannot see that GEC or anyone else is going to be in a position to offer better terms. The inescapable conclusion seems to be that unless there can be a major modification to the scheme, the Hong Kong Government may have to drop it, at least for the time being.

A FUND RAISING MOVIE IS BEING SCREENED THIS SUNDAY (DECEMBER 1) MORNING IN AID OF AN OLD PEOPLE'S CLUB IN SAU MAU PING (CENTRAL) ESTATE.

THE FILM IS THE THREE FANTASTIC SUPERMEN+ STARRING TONY KENDALL, BRED HARRYMAN AND NICK JORDON. IT WILL BE SHOWN AT THE WASHINGTON THEATRE, IN YAU MA TEI, KOWLOON, AT 10.30 A.M.

THE FUNCTION IS ORGANISED BY THE MANAGEMENT COMMITTEE OF THE SAU MAU PING (CENTRAL) ESTATE WELFARE BUILDING. MEMBERS OF THE COMMITTEE REPRESENT SEVEN WELFARE AGENCIES USING THE BUILDING.

TICKETS AT $3, $4 AND $5 EACH ARE NOW AVAILABLE AT THE PING NGON YOUTH SERVICE CENTRE (TEL. 3-466791) AND THE SAU MAU PING (CENTRAL) ESTATE COMMUNITY WORK OFFICE (TEL. 3-466550) DURING OFFICE HOURS.

ENGINEERING STAFF AND CONSULTANTS OF THE MASS TRANSIT RAILWAY PROVISIONAL AUTHORITY ARE NOW EXAMINING TECHNICAL PROPOSALS RECEIVED FROM THE JAPANESE CONSORTIUM FOR THE INITIAL SYSTEM OF THE TUBE PROJECT.

THE CONSORTIUM HAS, WITH A VIEW TO DISCUSSING THESE PROPOSALS . AND TO REACHING AGREEMENT ON DESIGN SOLUTIONS TO MEET THE PROVISIONAL AUTHORITY'S REQUIREMENTS, DESPATCHED AN ENGINEER I NĠ MISSION TO HONG KONG.

ARRIVING ON MONDAY (NOVEMBER 25), THE MISSION WAS LED BY MESSRS. M. ISHIKAWA AND K. SHIBUYA AND IT INCLUDES FOUR CONSULTING ENGINEERS AND TWO ENGINEERING OFFICERS.

THE MISSION IS EXPECTED TO STAY IN HONG KONG FOR ENGINEERING TALKS ON, A CONTINUING BASIS.
