Because of the need for a secure means of communication, we have been passing messages from the Hong Kong Government to a Mr Egan, of PA Management Consultants Ltd.

Mr Egan may need to get the attached telegram to Mr Haddon-Cave, Financial Secretary, Hong Kong, urgently tonight. Beforehand, however, he wishes to speak to Mr Bates, who may have accepted the chairmanship referred to o,direct to Hong Kong.
