ORGANISATION AND MANAGEMENT FOR TRAINING

THE REQUIRED HEALTH PERSONNEL

Background Paper prepared by the Government of Hong Kong

Existing manpower is unable to cope with current services and future development. However, plans are in hand to build a second medical, one dental and two nursing schools, one of the latter is for the training of dental nurses. Training for para-medical staff will also be expanded in the near future.

2.

The Medical and Health Department provides local postgraduate, in-service and overseas training for doctors. Some postgraduate exami- nations are held locally. Refresher courses for doctors are held from time to time. For nursing staff, in-service training, local courses, overseas special courses are available to specialise and keep up to date. Courses for para-medical staff are also available in the form of government scholar- ships.

3.

As an extra medical curriculum, students visit in groups rural environment and family health services under the guidance of the health personnel of the Medical and Health Department. The medical curriculum, whilst keeping to a high standard, is geared to suit local conditions. The general practitioner involvement in medical education is negligible. The Government medical staff on the other hand, participate both in medical and para-medical education, especially the latter.

4.

The health team concept has been in existence for a long time. However, the nurses and other auxiliaries go so far as to assist the doctor and are not there to perform the doctor's duties. Combined training programmes for doctors and other health training programmes for doctors and other health personnel are not practicable. In the medical field, there are only a few non-nationals who take part in all types of training.
