additional orthopaedic beds;

to raise Tung Wah Eastern to district hospital capability by the provision of staff quarters; to raise Fanling Hospital to district hospital capability with additions and improvements

to be made after the completion of a detailed survey; to relieve overloading at the Queen Elizabeth Hospital casualty department by building an extension;

to provide additional facilities at queen

Elizabeth Hospital by means of an extension of 'B' Block for open heart surgery and an extended

clinical pathology service, as well as 100 additional beds; and

to add a Burns Unit to Queen Mary Hospital.

The advantages of the scheme described in this chapter cannot be fully realised without the fullest possible participation of the general beds in the hospitals of the Tung Wah Group. The scheme as described hitherto envisages that the Kwong Wah Hospital (with improvements) would become a regional hospital serving West Kowloon and the Tung Wah and Tung Wah Eastern would act as district hospitals on Hong Kong Island. It is considered it would be anomalous if all hospitals participating in the integrated regional scheme were not to make uniform charges and that it would be reasonable, in the light of changing economic circumstances and the greater advantages to be gained from these integrated arrangements, that the

Tung Wah Group should introduce charges in accordance with this general uniform basis.
