should reflect the importance of the geographical distribution of
clinics and the changing pattern of population distribution.
Demands
on medical services

The pressures on hospital and clinic services reflected
in the above paragraphs indicate both the extent to which the people
of Hong Kong have come to rely on subsidised medical attention and
their increasing expectations in relation to health. At the same
time serious pressures are developing in the casualty and accident
services. These factors together with the continuing growth of
population and its changing age structure and with greater industrial-
isation and urbanisation all combine to impose new strains upon the
services provided. Not only therefore must these proposals reflect
the movement of population to the new towns but also the qualitative
changes needed in services and the expanding capabilities of medical
science.
