programme and the development of the new towns.

As the needs of the community change and develop so

too is it incumbent on the Government to introduce new

services progressively as the situation requires. In recent

years the Government has shown its readiness to act in this

way by its decisions to participate directly in the provision

of family planning services and to take a more active part

in the treatment of drug addiction. It will be appropriate

to consolidate and expand the Government's commitment in

these areas. Action should also be initiated to promote

consciousness in the community of the importance of dental

health and to take positive action to this end, even though

the introduction of a dental service on the lines of the

medical service remains impracticable at this stage.

The proposals are therefore designed to

maintain and improve existing services and to consolidate

and establish new services, in each case against the back-

ground of the growth of the population and the changing

pattern of its distribution as between the urban area and

the New Territories.
