As you know some time ago we proposed to the FCO Hong Kong and Indian Ocean Department that the Hong Kong Government might contribute a part of the UK contribution to the Fund.
2. We have now heard that on 18 December the Finance Committee will be asked to approve in principle a contribution of HK $ 100,000 to the UNFDAC and that subject to approval Hong Kong intends to make this contribution in its own right and not as part of the UK contri- bution.
3. Naturally it would be better if the Hong Kong contribution formed part of ours if we continue to make one (and I hope we do), but I wonder if there would be some reaction from China if Hong Kong were to go ahead on this line. There is also the question of how the payment would be listed by the Fund in UN publications. Would it be under Hong Kong in alphabetical order or listed under the United Kingdom or indeed as the United Kingdom? Should this problem arise, Eric Callway, to whom I am copying this letter, may have some views.
