1. Please see Mr Oaten's minute of 21 November below attaching a letter from Mr Rolph.

In his letter, Mr Rolph reviews the whole problem of illicit opium production in the Golden Triangle. He goes on to state his view that what is being done at present is not enough to substantially reduce the traffic in opium. His conclusion is that the UN should launch a new initiative and consider alternative ways of reducing the amount of opium grown in the Golden Triangle.
3. Mr Train says in his letter of 13 November that he doubts if further discussion will produce any new ideas.

We must obviously do everything we can to help Hong Kong reduce the size of her drug problem. But I would think that we must be guided by SEAD on this. If they think that Burma, Thailand and Laos would be receptive to new schemes i.e. a UN. expert working group, then perhaps a meeting between the Heads of UND, SEAD, HKIOD and Mr Train should be arranged.
