3. I have spoken to Mr Oaten about Mr Rolph's candidature for this post. As far as he knows, Mr Rolph has not been informed that he is being considered for the post in Tehran. In a recent conversation with Mr Oaten, Mr Train said that he thought Mr Rolph might be flattered at receiving an offer of the post but that he doubted whether he would actually be seriously interested. In Mr Train's view the post does not have the status of Mr Rolph's present position, and as we know Mr Rolph has health problems. Mr Train thinks that he would be more likely to be interested in a less taxing job, i.e. with the UN at Geneva.

Mr Oaten has been told unofficially that Mr Stacey, the first choice for the post, is no longer available as he will be taking up a UN post in Sierra Leone. However, before an official approach is made to Mr Rolph, Mr Oaten would like to seek further advice from New York. If New York consider that Mr Rolph should be offered the job, I said that we would undertake to write to Hong Kong.
