I am sorry to have delayed a reply to Mr Oaten's minute of 21 November. Mr Rolph has always been strong on setting out the dilemma but weak on suggesting practical remedies. Perhaps this is

· inevitable given the intractable nature of the narcotics problem.

2.

On the suggestion of a UN working group,

it is not, at first sight, easy to understand the differ- ence between this and last year's UN ad hoc committee. Moreover, as Mr Train points out, the problem of the Golden Triangle has been extensively explored already. The missing link is not thought but the means to effective action.

However, by all means let us have a meeting with Mr Train, perhaps under your chairmanship. may be able to think of some new avenues to explore.
