and gambling activities on NG's behalf.

jointly charged with murder of LEUNG Fat-hei; but A.G. declined to file an indictmente

Effect on Syndicates

Operation BARFORD has achieved the effective dismemberment of the largest narcotics syndicate and the most estensive gambling operation in Hong Kong: and is undoubtedly one of the most significant operations ever undertaken against organised crime in the Colony. Already however more far-reaching results are becoming apparent and the effects of the operation may significantly alter the drug situation as we have known it for many years.

NG Sik-lio's own criminal activities have been paralysed by BARFORD his wife has gone into hiding as have those of his associates who remain at large, his casinos have closed and his drug syndicate is at a standstill. The pressure is also being felt, however, by other syndicates; almost all drug personalities of any significance have gone into seclusion and are reluctant to deal in narcotics at all. It has long been the impression amongst the higher echelons of drug syndicates that no legal action could be taken against anyone, however deeply involved in the business, unless he was actually found in possession of drugs. The arrest of the two NG's has severely shaken syndicate hierarchy, and reliable sources indicate that many of the leading personalities are under the impression that there has

been a radical change in the law designed to bring them before the courts.
