Operation BARFORD (NG Sik-ho)

In February 1974 LEUNG Fat-hei, a Hong Kong junkmaster known to have been involved in the importation of dangerous drugs, was found murdered in Castle Peak. Enquiries indicated that he had taken part in the hijacking of certain drug consignments, and that because of this he had been murdered by members of a drug syndicate headed by NG Sik-ho, possibly on NG's instructions; substance was ient to this possibility when NG fled the Colony on 5th March to avoid the investigation.

NG Sik-ho is well known to Folice in a multiplicity of roles, In addition to controlling the largest narcotics import, manufacturing and distribution syndicate in Hong Kong he was also deeply involved in gambling and Triad Society activities and the disposal of stolen property. For many years he kept himself insulated from Police action by never becoming personally involved in the criminal activities, and the silence of his subcrdinates was ensured by the rule of feare
