I attach a copy of a brief for the Colombo Plan Consultative Committee on the consideration of the Drug Adviser's report. For additional background information which need not, I suggest, form part of the brief, I also attach a copy of a letter which I have received from Rolph, the Hong Kong Commissioner for Narcotics, about the report.

I am sending a copy of the brief and of Mr Rolph's letter to Nigel Wenban-Smith at the Foreign and Commonwealth Office, as Mr Moore suggested, in case he has any further comments. I hope that he will be good enough to let the Hong Kong and Indian Ocean Departent have a sight of these
