Note of a provisional and informal agreement, subject to reference, reached between Mr. C.J. Train, Head of the Drugs Branch, Home Office, London, Mr. N.G. Rolph, Commissioner for Harcotics, Hong Kong, and Mr. J.T. Cusak, Chief of the International Operations Division, Drug Enforcement Administration, United States of America, at a meeting held at Geneva, Switzerland, on 26th February, 1974.

1.
Continuation of Anglo-Hongkong-United
States discussions about the illicit dangerous drugs traffic in the Far East Further to the meeting held at Hong Kong on 7th and 8th June 1973.
It was agreed as follows :-
That for the time being and subject to regular review there should be a meeting once during a calendar year between the Head of the Drugs Branch, Home Office, London, the Commissioner for Narcotics, Hong Kong, and the Director of the United States Drug Enforcement Administration, or his representative in the person of the officer holding the duty post of Chief of the International Operations Division of that Administration, (referred to in this note as "the participants"), to review illicit drug trafficking trends into and through Hong Kong and the response of the law enforcement agencies to the traffic. (This does not include agreeing to the operational deployment of any law enforcement personnel who remain under the control of their Directors or Commanding Officers, or of any material resources.)
2.
That should sudden and significant changes occur in illicit drug trafficking trends through Hong Kong, additional meetings may be suggested at any time by any of the participants.
3.
That the participants may be accompanied by such other officers as they may desire to bring with them, but such representation should be kept to a minimum.
