I attach a copy of my note on the washington conference between American, Hong Kong and United Kingdom officials to discuss drug trafficking through Hong Kong, which took place earlier this month. You will see from it that I felt it was a success, and this view was certainly shared by my colleagues from Customs & Excise and the police; and 1 think that despite our initial doubts the UK may well be getting some direct benefit at an operational level from these meetings, in addition to their undoubted value from the presentational point of view, in so far as Hong Kong is concerned. Petween ourselves, I consider also that this meeting in particular was useful in that it enabled us to put some further impetus behind Rolph's activities in Hong Kong which he might otherwise have allowed to drift to a standstill.

I am also sending copies of the note to South European Department, United Nations Department and the Ministry of Overseas Development in view of their interest in certain of the issues raised in my discussions with Ambassador Vance, which are reported in paragraphs 14 to 17 of the report.

I attach a spare copy of the report and would be grateful if you could arrange for it to be sent to JA N Graham in our Embassy at Washington, whom I met in Washington and who specifically asked for a copy of any report which I produced.

I am shortly going on leave for about three weeks. If there are any points in the report which you would like to discuss, I should be glad to do so on my return late in August.
