I have
Many thanks for your letter of 23 July with which you enclosed a copy of a note on the Conference. in Washington. myself only just returned from three weeks' leave, hence the delay in acknowledging your letter.

Given our earlier,
The meeting was clearly worthwhile. somewhat pessimistic views on the value of these meetings it is something of a bonus that the UK is now deriving some direct benefit from them.

I think there can be little doubt that improved co-operation in South-East Asia has led to the considerable successes achieved over
Not the the last year in combating drug trafficking in the area. least of these successes has been the drastic curtailment of the trawler traffic between Thailand and Hong Kong. This in turn, of course, has led to a substantial improvement in Hong Kong. The posting of Mr Law to Bangkok has also turned out more successful· than we perhaps anticipated. However, having said this it seems from your report that there is still scope for improvement in regional co-operation in South-East Asia, particularly with regard to Malaysia and Singapore. I think the thing now must be to ensure that the impetus gained over the last 18 months or so is not lost or allowed to slacken.

I agree with your conclusion that more emphasis could now be placed on the exchange of information on trafficking networks between Hong Kong and the UK/US. No doubt the training and exchange of specialist officers which you mentioned in your report would be one of the best ways of achieving this.

I have sent a copy of your note to Graham in Washington as you requested.
