Dear Mr. Gerard,
I invite reference to your letter of 14 August, a reply to which was delayed as I was on leave.
Please allow me to thank you first of all for your very prompt action in keeping the British Dependent Territories informed of the first course on youth work organised by the Commonwealth Regional Centre at Guyana. You might perhaps be interested to know that in spite of the unavoidably short notice students have enrolled for the first course from the following British Dependent Territories: Belize, British Virgin Islands, Turks and Caicos Islands; and from the following Associated States: Antigua, Dominica, St. Kitts, St. Lucia and St. Vincent. All the candidates have been awarded bursaries.
We have noted what you have to say regarding our programme of applied research with particular reference to youth. I thought it might help clarify the position if I mentioned that in seeking to devise a relevant research project in the area of addiction, we are only responding to positive requests made by Commonwealth Youth Ministers and the Planning Meetings for the three Regional Centres, as well as a request made by the Governor of Hong Kong to the Secretary-General during his last visit. We would wish you to know that all our research projects have as their first element a survey of current literature and research reports and naturally we would wish not to duplicate work done by other international organ- isations in the field.
